"Everyone who has days to make up from previous Ramadan has to make up for those days before the next Ramadan. They may delay making up for them until Sha‘ban, but if the next Ramadan comes and they still have not made up for those days, without an excuse, they are considered sinful for that. Hadeeth: Usamah ibn Zayd (may Allah be pleased with him) said, "I asked the messenger of Allah a question. I asked why do you fast in Sha'ban more than any other month?" He (peace and blessings be upon him) replied saying; "People are negligent between Rajab and Ramadan. During Sha'baan the deeds are presented to the Lord of all the worlds. Therefore I desire to be fasting when my deeds are lifted."

As for dedicating the middle of Sha‘ban for Sawm, it is Makruh (reprehensible) and groundless. ... "The authenticity of this hadeeth does not necessitate taking this night as an occasion to gather with the people and perform acts of innovation like those the author mentioned…"
"There is not any authentic evidence that supports making a special Du‘a’ or act of worship on the fifteenth night of Sha‘ban. So specifying it (the 15th night) for this is a Bid‘ah (innovation in religion), because the Prophet (may Allah raise his rank and grant him peace) said: "Every newly introduced matter is a Bid‘ah and every Bid‘ah is a Dalalah (deviation from what is right)."
